I have 13 days of leave I need to use by the end of the year or I lose them. I have no idea what to do with them. I don't have the money for a big trip or anything. But there's no way I'm turning back leave.

Can you afford to rent a place in Ocean City for a week in October? It is super cheap off season but it isn't so off season that there is nothing to do and the weather should still be nice.
3 day weekend, every weekend, for the next 3 months. spend that extra day just hanging out, going places that are too crowded on the weekends, maybe a short trip someplace nearby (VA wine country?), vegging on the couch, taking an extra shift at your second job, etc.

Also, check event calendars for your city and nearby universities for free lectures or other events. Especially in early-mid September, the universities may have outdoor lunch performances.
ETA - I had a great time by myself in DC for a day just wandering the mall, looking at the monumnets and popping into the museums as I saw fit.

I love AC but I like to gamble and drink so there is that. It is a little seedy but is definitely fun for a night or two and not a bad drive as long as it isn't rush hour.

Now I want to go and I don't have a bunch of time off! Chain smoking in the middle of the day and playing blackjack with the blue hairs is something I find way more fun than I should.
