I would agree with everything here, especially neutral on bottom and colors up top. Also get some cheap and colorful printed scarves. You could wear black pants and a white top everyday but changing up the scarf makes it look different.

I agree with all of the above. I have mostly black and brown and gray pants and different colored tops. I personally really don't like dresses or skirts, so I only have a few of them. I'm horrible with scarves and jewelry. I'm working on that... I also have two shawls that I keep at work (on black one brown) because the warmer it is outside, the colder it is in my office. And the winter here is ALWAYS cold. Having two no matter what I have on, it matches my outfit and I can be warm.
Shoes, I have a couple pairs of black dress shoes and a pair of brown shoes. I have a pair of white sandals for the summer time.
My favorite stores are Fashion Bug and Christopher & Banks. They both have good sales and reasonable price and clothes for all sizes. I can't make myself pay $50-$100 for a pair of pants, no matter the quality.
Neutrals. Black, grey and brown trousers. Pencil skirts, again black and grey and brown if you like it. Fitted blouses and knit tops that you can mix and wear with different bottoms. A dress. A few cardigans.
Read the book "the go getters girl guide." It has exactly how many pieces you need for a professional wardrobe. also, I would check out second hand stores. And don't go too cheap on the tops- do sale items, but you can spot a cheap top from a mile away.
