Can a 1-month old be put in a stroller like this without a car seat? I feel like he would be too small to just strap in. We have the Britax B-safe/B-agile system, so it would not be compatible.

No. Infants can't sit in strollers without carseats until they are able to have some head control. Are you sure there's not an adapter to make it compatible with your carseat?
If it reclines so he's laying down, it might be ok. We did that with DD, though it had a 5 point harness, and she seemed solid in it. It was just strolls around the neighborhood.
I don't think it reclines all the way down so it's flat.

Thanks! I don't think there is an adapter. It only takes a specific Graco car seat. Now I get to be the bad guy again and tell them they can't use the stroller yet. Yes, I'm the horrible DIL who is trying to prevent them from seeing the baby. Sigh.
Why don't you just leave your stroller with them so they can click the car seat in and still go for walks? I think that makes the most sense until the baby is big enough to use their stroller.

This stroller says it is ok for newborns (the one you linked), HOWEVER, I still worry that they'll slide out somehow with a three point harness. YCan you try it out in the living room and decide? If you're not comfortable, use the PP's statement that it isn't ok until he has head control. That's a very fair and reasonable assessment.
I think it says ok for newborns because of the carseat compatibility.
You may have to look at it to really know, but even if they can't use it now, it won't be super long before they can. Just a few more months.

Honestly, I'm not sure why they went out and bought a stroller when we have one they can use in the meantime!

Because they're excited grandparents and thought they were buying one that would work since you said it even states on the box it's good from newborn up. They're probably just trying their best.
Just explain it won't work for a few months and offer to send yours along in the mean time.

This would make sense if my MIL was a reasonable person, lol. When I told my H that the stroller probably can't be used right away, his immediate response was, "Great, more drama."

You realize that eye roll is directed at 90% of this board, right?
Lol. Including myself if you take it that way.
but really, it's really annoying as a grandparent excuse to go buy everything under the sun.
I guess I don't think keeping a stroller at a grandparent's house is excessive or qualifies as "everything under the sun" but clearly I'm not in the MIL hate camp so I guess I don't understand.
