I love love love LOVED the Halloween party. It was a lot less crowded I think, and there were extra characters around plus the kids loved ToTing there. Mickey and Tinkerbell were in whatever that's called right by the entrance and they had zero wait, and my kids fell in love with Tink so they went to see her three times, lol. Mickey was cool too - it was the one that talks, and again, no wait. It was also cool to see characters who weren't usually around and the other Halloween stuff was fun, too. Scarlett was really into meeting the characters. Jackson really enjoyed it that night too - they were dressed as Peter Pan and Wendy. I have the most adorable video of them with Tink.
The parties are the BEST. Lines are short...it's when I rode the Mine Train and met Elsa and Anna with no waits. And apparently you can literally fill pillowcases with candy at the Halloween party.
I'm dying to stay at Art of Animation in a suite, but have only done regular rooms at values.

My kids LOVE the Halloween party. We don't even ride any rides. We trick or treat, meet a ton of characters, get a curb side spot for the parade, watch the fireworks, and go to the dance party. They were just shy of 1 and just shy of 3 last trip.

I also use the easywdw crowd calendar. I've found it pretty accurate.
There are no blackout days. If you buy certain FL resident passes, they have blackout dates where the passes can't be used, but other than that there aren't any blackout days. On super, incredibly busy days, they will close the parks to more guests because they've reached capacity. But that's pretty rare -- Christmas day, New Year's Eve, Fourth of July. They'll be 10 crowd days on the calendar.
I wouldn't do the Halloween party until my kid could stay up and be having fun until 10 or 11 at night. Otherwise, I don't feel the ticket price is worth it.
I haven't stayed on site in years, but a good friend stayed in the family suites at Art of Animation, and she loved them. I feel like they're pretty pricey for a value resort, but if you need the extra room I can certainly see the appeal.
