Tula. I had an ergo and liked it but yeah the back didn't come up very high. I love my Tula. It is more comfortable, the back comes up much higher too.

Standard and she has plenty of room. She has her 1yo check today and I'm guessing she is 23lbs?
Oh, if #2 is only 31 inches and 21lbs I wouldn't go Toddler size yet. Beco has the Soleil model which would work. New prints are coming out this month. I don't have one but have tried one on. The Becos all have the ability to cross the straps for a front carry, which I love.
There is a lot of Tula love, and I like mine - but if I were buying right now, I'd also like at ABC (Action Baby Carriers) - they have standard and toddler, CUTE prints, made in the USA and are much more affordable than some of the other popular options right now. I tried one on at my local baby store and really found it comfortable, but I haven't tried it for long periods of time to review

I bought a standard Tula when DS was about 8 months bc of the same problem you are having (the panel being too short and him starting to fling himself out of it). I ordered both the standard and toddler at that point and the toddler was way too big. The shell is definitely higher and worked well. When he was almost 2, I got a toddler Tula bc of the same issue. At that point, he was 31 lbs and 37" tall. The toddler is much bigger than the standard IMO, so I'd probably get the standard if I were you unless she's bigger for her age.
