Maybe I am neurotic, but there is no way in hell I'd train for and then run a distance race, in a non-local city, no less, without health insurance. I'd make sure you square that up first if you haven't already. Even leaving training injuries aside, race waivers are extensive and you will be absolving the race and coordinators from any liability for injury or illness on race day. At distances like a half, injury and illness during the race is common, as are training injuries, and being uninsured during that is a legitimate concern.

I'm sorry, but come on. "Countless hours of research" didn't turn up the fact that Disney races sell out almost immediately after registration opens? I've spent approximately 5 hours researching Disney trips in the last couple of weeks and even I knew that. This isn't "seeing the worst," Bliss, this is seeing the huge, gaping holes in your stories and recognizing them as such.

If you hate running, I'd stick to local races. Why pay to do something you hate? Preparing for a race usually takes at least half of the day before (getting the packet, cooking or planning out a decent meal, going to bed early, etc) then the entire day of the race if it's a 10k or half marathon or longer. Why waste travel time doing that and not just travel to different locations for leisure?
Also, I don't think it's MM as I've never seen races that you can volunteer to waive the entry fee as the majority of volunteers that are needed are during the race, so you can't race and volunteer at the same time.
I have some debt and love to travel too (I assume you have debt based on previous posts), so this doesn't seem like a good idea. Just travel for now and save up for extras like expensive races when you have more income and no debt.
Also, I'm not around much, what's the story about being in Paris for 6 months?
RunDisney races tend to sell out within 24 hours of them going on sale. Even the pre-sale for DVC members sells out within an hour or so. And Disney races are expensive! My mom does the 10K for the Tinkerbell and Star Wars and the race fee is insane compared to other races.
One thing to consider is the weather in the locations you will be running. I know that the Disney World Half Marathon in Orlando this past January was insanely cold (low 30s one morning) and that runners had to deal with patches of ice on some parts of the course.
Road Runner Sports is local and they do have a warehouse sale during the year and they also have a clearance outlet. You should be able to get some discounted gear to save a few $$.

Traveling for a sport requires a ton of time, effort and money. If I didn't love my sport there is no way in hell I'd do it. If you don't love running, just travel.

I'm not trying to hit a 4 minute mile or break any records, just trying to run a 5k (one 10k) in a new city, get a medal, do something out of the ordinary, and call it a day (a year?).

I've probably run about 20, and none gave out medals. T-shirts, yes. Swag in the form of pens and bag clips, yes. Medals, no.
Don't bank on medals. And maybe, you know, do something you like, instead of forcing yourself to do something you already know you hate.

1. Your list of runs seems to be mostly half marathons, yes? Those are 13.1 miles. You need to train for that shit or you will hurt yourself. That is a LOT of time to spend doing something you "hate."
2. If you skip the longer races, you forgo the medals. You'll get (maybe) a t-shirt and a granola bar post race. I know because the short races are the only ones I've done.
1. The list above is a sampling, not a concrete list, additionally, most (except St. George & Kentucky) have 5k options. I do plan to do ONE 13.1 mile and will train accordingly.
2. Again, every.single 5k I've done has given out medals. Yes, there are 1 or 2 that doesn't give medals but the location and the experience outweighs the medal in that particular race.
