Night cream-spend, I like cerave pm
eye cream-splurge
eyeshadow/eyeliner-i would go middle of the road, something like UD or stila
mascara-try a few, some people swear by CG, others like Dior
Foundation-splurge, loving benefit hello oxygen right now
powder-splurge, love MUFE HD
lipstick-not sure, I usually just wear a gloss

eyeshadow/eyeliner - drugstore is fine, though if you splurge the
shadow will have more pigment

mascara - drugstore

foundation - splurge (Bobbi Brown), or Revlon ColorStay

powder - drugstore or a lower end counter brand like Clinique

lipstick - drugstore

moisturizer - I flip between the olay knockoff from walmart and keihls abyssine. I think this depends on your skin
night cream - I dont use any
eye cream - dont use
eyeshadow/eyeliner - I use a super cheap costal scents pallet or UD naked. So I spend and save on this.
mascara - save use loreal voluminus
foundation - spend if you cant get a good shade from drugstore. Just make sure it matches
powder - dont use
lipstick - save

moisturizer and eye cream - I tend to get a lot of samples between birchbox and Sephora so I often just uses those.

eyeshadow - I spend around $50 for palettes and $18 on individuals but I try to wait for FF sales.

eyeliner - $20

mascara - $22

foundation - VitaZing was $35

powder - MAC $23

lipstick - $19- 34

Eyeliner (CoverGirl)
Eyeshadow (used to use MAC consistently but also use a Sephora sampler but have no problem using drugstore brands)
Nail polish

I look to my Birchbox for the following splurge items, hoping to fall in love with the right one so it can become my regular go-to:
Moisturizers
Eye Creams
Serums
Fragrance
