Primarily look for sanctuaries. Hounds are not high demand in your area unfortunately. I'd also be prepared to make a donation towards his care to help convince a rescue to take him

There are some hound/beagle rescues in your area that might be able to help if you do a Google search/Petfinder search, although I imagine many will ask you to foster Lick. You might also check out HoundSong (https://www.facebook.com/Houndsong); they do work with beagles. And while they specifically deal with coonhounds, you may find some help via the Coonhound Rescue Network (https://www.facebook.com/pages/Coonhound-Rescue-Network-Page/186296814742904).
