I use neutrogena make up wipes, and really like them.
These are my favorite too.
I have not found a BB cream that I like better than regular tinted moisturizer. Everyone raved about the Garnier one and it makes my t-zone oily and I have normal to dry skin.
For tinted moisturizer I have not found anything that comes close to Laura Mercier. It's expensive but a little goes a long way.
I use Clinique toner but I usually skip it. I don't think it's necessary for my skin.

ELF makeup wipes. They work the best out of any I've ever tried. $3 for a package of 20.
If you want to try a drugstore BB cream give the Loreal one a try. I've been using it and it works very well with my oily skin. I can use it alone or as a primer too. The Estee Lauder BB cream is also amazing, I really loved it until Scotty told me they are not cruelty free. So now I'm sad I own it, but I will use it till it's gone.
A great toner for skin is apple cider vinegar mixed with water. It helps to keep oil at bay and helps prevent breakouts. I mix it 50/50 with water, but if your skin is sensitive you would want a higher water mix. It's also like $4 for a giant vat sized bottle so it will last you for eternity.

I was totally coming to this post to tell you how awesome and cheap my target makeup remover wipes are. So that is a failure. I have been using cetaphil SPF 50 this summer because I am getting scared of wrinkles with the boozing and smoking and I also have an oily t zone and it doesn't make it worse. Who am I kidding I am terrible at skin care don't listen to me .
I can't even find BB cream. I've looked in CVS and Target and Walgreens. I have seen Maybelline or something at one place, on an end cap. Where does one get the Garnier? Will Ulta have this stuff?
I really like the L'Oreal Magic BB Cream. Even more so than the traditional Asian ones I've tried. The Garnier one was CRAP for me.
MU wipes don't usually cut it for me unless I use at least 2. I think using an actual cleaner is best, but if you KNOW you won't do that then the "Simple" line has worked well for me. Those are what I use at the gym to remove my m/u before I work out and I'm happy with them.
As far as toner goes, the one I LOVE is Pangea Organics Italian Green Mandarin with Lime.

Yes- Garnier BB in the cleansers/lotions at Target.
Also, my skin is on the drier side too. So on top of looking good, it moisturizes my face really well. But I can see not liking it if you're more oily prone.

I don't really think anyone needs a toner. I use ACV toner because it helps block oil. If not for that, I would skip using a toner.

BB stands for beauty balm (sometimes blemish balm too). The majority are basically a tinted moisturizer with anti-aging properties. So it’s lighter coverage than a full coverage foundation, but it doubles as your moisturizer. Depending on your skin, you may be able to wear it alone. Some who have really dry skin need to put their regular moisturizer on & then a BB cream. I like it, but don’t think the coverage is enough for my taste. So I do a dusting of mineral powder over it.

I'd always recommend someone try a d/s one before they shell out the money for an expensive one.
I don't think most people NEED toner, but I don't think it hurts to use either, generally.
What is the purpose of BB cream? Does it replace foundation?
Original Asian BB creams were intended to help improve your skin while giving you light coverage. American BB creams are more just tinted moisturizers though. Although I think BB creams still give more coverage than just a tinted moisturizer.
Can someone explain to me what, exactly this BB cream is supposed to do? Do I need foundation over it, if I like full coverage?
BB cream combines skincare and makeup. It provides coverage (the amount varies by brand) and also contains skin healthy ingredients (again, varies by brand).
I use and love Clinique BB. I have combination skin, and it helps control the oil in my t-zone. It can feel a little dry going on, so needs to be applied on skin that was just moisturized or that is slightly damp to make it easier to apply.
The Clinique BB is specifically for anti-aging and has spf 30 and is full of antioxidants. It provides medium coverage, and I used it in the place of foundation over the summer. For the fall and winter I'll be mixing it with foundation.
If you do need make-up remover, I would recommend the one by Paula's Choice because I adore all her other products that I've tried.
I've heard of BB, but have never tried it. I agree with Melinda that Laura Mercier makes a GREAT tinted moisturizer.
As for toner, it really depends on your skin type. I tend to break out, so when I feel that coming on, I use my anti-blemish toner. If I feel my pores look congested, I will use a different toner. But, I do not use toner every day. I will use it in the mornings if I don't feel like washing my face.
ETA: I have also used Witch Hazel and ACV as a "toner." I feel that these can be a little harsh for some skin types. If you have dry skin, I don't think these would be good. Also, ACV stinks and made me cough so much!

I use the Garnier BB cream. I do not moisturize before I use it, and I usually set it with a little loose powder. I also just got a pack of the Garnier remover wipes that I like thus far, but I have only used them twice.
I don't have the same skin type, but I will still answer anyway for my super dry skin.
I use Cetaphil from the drug store, because it is so delicate on my skin. I have had chemical burn from other products. I use that with the Olay Pro, which is like the clarisonic. It is fab and removes makeup like a pro.
For my eyes, i use any make up wipes, target, neutragena, anything really.
After washing my face with the Olay pro, I use clinique moisture surge moisturizer, and their eye cream.
My face has never looked or felt better.
I don't use a true BB cream on the regular, but clinique is fab.
Instead of a BB cream, I do use Urban Decay's tinted moisturizer.

I use witch hazel as a toner. It's excellent in the summer when there is more sweatiness (it helped a lot to clear up blemishes on my forehead from my STUPID BANGS).
