My BIL is a plumber and put in a new toilet for us. He recommended the comfort-height, which is pretty common these days. My BIL is 6' tall. I am 5'1". When I sit on the toilet if I lift my toes just a little bit, I can swing my legs. I should not be able to swing my legs on the toilet. I can not plant my feet flat on the ground unless I am leaning forward.

Lol, we had one of these at the old house, and I had the same problem! When I talked to my H about it, he thought it was HILARIOUS, I hated it. (I'm 5'3" and he is 6'4".) Hopefully it's not in your master/the only toilet in the house.

We have a Goldilocks toilet situation in our house. They are all different heights. The upstairs one is too tall (probably similar to your new one). The main level one is too short. The basement one is just right.
