Yup. I've reported straight up slurs targeting specific people before, and nothing. The only thing I can think of that makes sense is that FB outsources their review of these items to, like, an antarctic way station filled with people who have never lived in a functioning society where they could understand what racism, misogyny and homophobia actually are.

Technically, it is, but as a private company they can limit free speech as much as they choose.
