Dog scratching walls

Hello! Our 8 year old pug has always been a scratcher. Whenever he wants attention or doesn't like where we are sitting, he scratches the walls. He is walked regularly (2-3 times a day), we give him direct play time, but he still scratches when he wants someone to sit with him. He hates it when we sit at tables -- my office (I WFH), while we eat dinner, etc.
Any suggestions on things to try to redirect? I think he likes the negative attention (I give him a stern no). I've tried getting him to play with "busy" toys, but he's not interested in them.
