We're having DD3's bowling birthday party next Saturday and I'm trying to think of favors that don't suck and don't cost $$$ since there will be about 28 kids. Thoughts?

Just want to give you permission to not give them. Not sure if it's just my area but people have gone nuts with them (bag full of cheap crap and candy) and my DS now expects and asks for them.
That said...the last one I got was cool...a small Mason jelly jar filled with a mix is pretzels, raisins, goldfish. Simple and not to sugary.

I bought little party favor bags, some coloring sheets that were maybe 4x6, and boxes of crayons. It was good for our 6 year olds, also helped kill time while waiting for parents to pick up. Less than $2.50/kid.
Not favors, but we went to a bolling party where kids got Mardi Gras style beads when they got strikes or spares. It was cute. I honestly don't remember if there were favors too, but my kids loved the beads.
(And you could give them for age-appropriate "good" turns, not just strikes and spares).
Or what about a fun pair of socks? They could wear them while they're bowling and then just wear them home? I taught this age group for a long time and they always went crazy for silly patterned socks.
