Do you have a good tailor? If you can find jeans that are around 28" they'll be easily hemmed and look like they're supposed to. I'm short as well and while I hate spending money on tailors it's well worth the effort to get clothes that fit well.
Somebody on my local board had just recommended Aeropostatle recently as an alternative to AE jeans/jeggings. They swore that they didn't stretch out like AE jeans do. So I went and tried some on over the weekend and you know what? They fit pretty well and the shorts were the right length for me. I also walked over to Express and tried on some skinnies/jeggings and liked them as well. The short lengths in jeans have come a long way over the years. Express had a a deal going on. Buy one pair of jeans and get a second pair for $29.95.

I don't have any advice, but I feel your pain. I'm a 28" and sometimes Old Navy works but a lot of the time they don't. The Pixie pants are too long, the Rockstars are too long, the Sweethearts are almost perfect.
The Limited has free tailoring for inseams if you have their card. I've only used it for dress pants but I think they may do it for their jeans too. Their jean selection is small though.
As PPs said, I was so happy that ankle pants came into style because they generally work as regular pants for me (sometimes too long still lol). I think most petite inseams are around 29" though so you might need a tailor for 26".
