"3-1-1 Carry-On Liquids Rules 2016 You are allowed to bring one small bag of liquids, aerosols, gels, creams and pastes through the checkpoint. These are limited to 3.4 ounces or less per container. Consolidating these containers in the small bag separate from your carry-on baggage enables TSA officers to screen them quickly.
3-1-1 for carry-ons = 3.4 ounce (100ml) bottle or less (by volume) ; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3.4 ounce (100ml) container size is a security measure."

i live in a constant state of paranoia every time i fly that somehow, an errant lip gloss or something is gonna get me flagged by TSA. that being said, i've never had them top me for lipsticks or anything in a tube like that. and i THINK i always put my mascara in my makeup bag. usually my quart bag is shampoo/conditioner, mousse, toothpaste, contact solution, lip gloss, moisturizers, eye primer.
I've sailed through security the last 3 trips, both ways, with eye drops and hand lotion in my purse rather than the quart sized ziploc. Oops!
Yeah, this has happened and I now just put my foundation in my regular make-up bag... honestly I think they would only notice if a liquid was sloshing (if they can even see that on the x-ray machine?) or if they randomly picked you to go through your luggage.
My other trick is that I will save or get a new makeup sample container from Nordstrom - I use the LM primer and tinted moisturizer and have gone 2 weeks at least with those. I also put my face washes (AM/PM) in a contact case, again I use it more sparingly but I think you'd be surprised how little you use when you aren't pumping/squeezing it out of a container. It also just makes my packing way less bulky!
Thanks yall. I'll just bring my powder blush, which is bulkier than my creams but at least I don't have to put it in the bag. And baby powder for my hair, which is coming with anyway since I'll use it to get sand off E's legs. I got these teeny little tubs to put my face creams in, and I use solid bar soap for my face nowadays.
I'm also having to pack for E, so his baby wash and sunblock are also going in the quart bag. Fortunately his baby food and medicines don't count.
Oh yea, did I mention we're leaving for Hawaii on Thursday morning?
I never put my makeup in anything special, it just stays in my bag. I always have 500 lip glosses/lipsitcks in my purse and it has never been an issue. And I'm pretty sure that you can have multiple quart sized bags for all of the other stuff.
I picked up this really great tip: Fill contact lens cases with liquids/creams you don't use a lot of. So for me, for example, I use about a pea-sized amount of foundation - I can get about 5 days' worth of foundation in one side of a lens case. Same with my face moisturizer. This has been unbelievably helpful in saving space!
I did the contact lens case trick for my moisturizers. I use one pump per day of my day moisturizer, and 7 pumps didn't even half fill the case. Night moisturizer on the other side. Excellent tip, thanks yall.

I fly 6-10 times per year and my makeup stays in my regular makeup bag inside my purse. I do keep hair gel, toothpaste, deodorant and a tiny pump spray (no aerosols) in my 1-qt ziplock, but I never take it out of my luggage. No problems ever. However, when I tried to enter my local courthouse with a bottle of nailpolish and a sample size roll-on perfume, they wouldn't let me in. MUCH more strict that TSA!

Baby food and medicine doesn't count but be prepared to pull it out. I had to pull out all their pouches and baby food.

Contact lens solution and eye drops don't have to be in the quart bag, you just have to get them out for screening.
