Funny I'd just realized I was doing more cracker snacks than I prefer to give them. *not helpful*
Maybe she needs more filling meals? Whole wheat pasta instead of regular? An extra serving of vegetables or a cheese stick on the side? Is she drinking enough water?
I would definitely try increasing her meal portion sizes a bit to see if that makes a difference.
My favourite snack for DS is Babybel cheeses - non-messy, pretty healthy, and also easy to have on hand when we're out and about in case he gets hungry.

If it's real hunger and not just bored hunger (which my kids are very susceptible to) then I would do cheese or yogurt. Something with protein and fat, which are slower burning than carbs.
At home between meals DS can have cheese (he likes shredded cheddar), yogurt, any fruit, carrot or celery sticks, pretzels, Zbar, or homemade beef jerky. He likes celery sticks filled with cream cheese.
Trail mix with seeds if nuts are an issue, yogurt, bananas, baby carrots, cucumbers, bell peppers, hummus. I my kids always have a morning and afternoon snack as do I.

Can she do any nuts? We do cashews and almonds a lot. Carrots, apples, bananas and cutie oranges. Chobani makes these Greek yogurt tube things my kids loooove. Granola bars, pretzels gold fish or cheddar bunnies.
I swear I have nightmares about snacks. Seriously can they really always be starvinnngggg??? If all of Mini's meals are eaten I will offer fruits, cucumbers, carrots. Yogurt, smoothies, pretzels, raisins. I'm the self proclaimed queen of the snack plate where I put a bunch of stuff down (some healthy, some like chips/goldfish/cookies) but that usually keeps them happy and I stick on fruit, cheese and crackers, all sorts of stuff. Otherwise she can always have another sandwich or cereal and she will usually say no which makes me think she's not so hungry.
