Does she own her house? I think you would typically sell the house, and use the proceeds to eithe buy a small retirement apt, or slowly spend down the money on rent for a retirement apt. It doesn't have to be a bells and whistles assisted living place, it can just be a one-level apt, located near family who can check on her regularly.
But if she is truly living on 1200 a month, well, she probably has to live with family.
There's no way I'd be able to convince my mom and aunt to sell my gpa's house to fund a living situation for him. All they see are $$$ in their eyes when they think of that house.
ungh. I should stop opening these old people threads. It's giving me anxiety.

That sucks. Does her trailer have any value to sell it? Can it be towed to a location that is more walking friendly?
My dads parents threw fits about never leaving their house, and it sucked. It was such a burden on their children. Guess what? They both ended up in nursing homes anyway, and the house got sold to pay for it! They could have been proactive and reasonable and avoided what ended up being a complete estrangement of their children, but nooooooo, we have to stay in our house foreeeeeeeeever!
I am on an old people hate jag today. I think I need to step away.
