Arrow is doing pretty well with her training. She's 11 weeks. She can sit, come, has stopped biting me, doesn't chew on things she isn't supposed to, and is great about going to her crate.
The issue is potty training. I take her out immediately when I let her out of her crate, after eating, after playing, and generally ever 1/2 to 1 hr if we're just hanging out. She frequently will pee outside and I praise her and give her a treat. She still pees some in the house, I'm not expecting perfection at her age. Pooping though. She refuses to poop outside. I can keep her outside for a half hour to 45 minutes, keeping her in her potty area, and she won't go. The minute we get in the house she goes. I'm at my wits end and feel like I'm loosing it.

Walks are good suggestion... walk it out! Do you have anywhere with 'coverage'? My girl is shy and while she's gotten better with age, will always go deep into some bushes, or tall grass to poop. Also I don't know your situation or if you're doing it already, but if it's possible to try to let her do it off leash, that might work too. (I mean in a fenced area/yard not just wandering around the street!)

Doggie D poops by the time we're like 2 doors down - seriously I usually walk back to our house to drop the baggie off so I don't have to carry it - but Puppy D takes a lot longer. I think you can go further than a block now. Just keep it to a walk, not running. It's good leash practice. I don't remember exactly, but I bet I took my dogs for up to a mile (walking) as puppies. I just waited until 18 or so months to start running (which neither of them particularly took to).

And the "puppy bomb" comment reminds me of a funny story ... years ago my dad and sister took the train out to Yankee Stadium to take a tour. This was probably around 2003 so there were security guards, metal detectors, and sniffer dogs everywhere. A handler and dog walked by them, and the dog leaned over to sniff my sister really quick before moving on. She was about 16 at the time and excitedly exclaimed, "Dad, the dog sniffed me!" And he said, "That's because you da bomb." lolol
My 7-year-old dog won't poop on leash, or at least hasn't in the 2 years I've had her. Do you have a safe, fenced-in yard?
Although it's annoying at times, I love that mine doesn't poop while we're out for a run so I don't have to carry it (in that case she'll go after we get home).

I do not have a fenced in yard, so that's not an option unfortunately. She was doing fine until about 2 1/2 weeks ago and I have no idea what, if anything, changed.
This was over 15 years ago so I really don't remember much, but when my family dog was a puppy and started pooping in the house someone would pick her up and run her out to the yard. She caught on pretty quick.
We also had a doggie door leading out to the backyard, so she could go out at her leisure. When the main door was closed during colder months, she learned to bark so we'd know to let her out. Is a doggie door an option for you?

Dogs are just weird. I have to start with that. Or maybe mine are just weirder than normal.
One of mine refuses to poop on a walk and will run to the back door as soon as we get home so I can let him out to poop. And he only likes to poop in 2 spots in the yard.
The other refuses to poop on walks unless it is in one particular dog's yard and then only when he is outside. She hates him and it is a total FU move on her part. She stares him down as she poops. If he isn't outside, she will wait until we get home and poop behind a bush, because she likes her privacy.
You may need to go with the whole tether thing for the next week or so (attaching pup to you with a leash) so when he squats, you can scoop him up and bring him outside to finish his business.
We've always used the walk it out theory. If we let the mutt out and he really has to go, he'll poop once and come running back in. If we take him for a walk, he'll poop it all out and be good for the rest of the day. A 3 poop walk is a good walk and he's good until the next day.

This! My handsome boy is totally poo-shy. He will only poop in the woods or in the bushes behind our house. Getting him to do it when we're away from home on a leash is like pulling teeth.
Do you have poop in the area you want her to go? Maybe if you put some out there and she smells it she'll make the connection? And have you cleaned the accident areas with a really good cleaner?
I wonder if something scared her outside.
Also watch her REALLY carefully, if she starts to sniff a lot - she's possibly getting ready to go. And any squat or kind of hunching, rush her out.
When we got our pup our yard wasn't fenced and she had to go on walks. Now she won't poop in our yard unless desperate. She's actually been outside and gone inside to ring the bell at the front door so we could take her on a poop walk.
And if you think she might be a shy pooper, try a retractable leash in a field. Then you can let her wander further and she might be more willing to go vs you right next to her with a normal 4-6 ft lead.
If he doesn't poop when outside, then put him back in his crate. No playtime. Try again in half an hour. Keep doing this until he poops outside. Then he can come in the house for playtime outside the crate (if he has pooped). Soon, he will associate pooping outside with playtime and realize he gets crated if he doesn't poop.

She is ridiculously cute!! What kind of dog is she?
My doxie was very difficult to potty train. In the end, she always had to poop first thing in the morning and about 20-30 min after eating. So I just made sure we times her longer 'walks' for then (she really just liked to sniff forever until she found the perfect spot). It took a long time though.

I wonder if she is cold outside & just wants to be warm while she's pooping. Deep thoughts, I know. Lol.
Definitely have a command ("go potty!" is ours) so that she knows what you expect from her when you take her outside.
I have one dog that prefers to poop in the bushes or tall grass and one that refuses to poop in the yard, so my other suggestion would be to take her on a walk & make sure that there is a variety of places (grass, bushes, mulch) where she could do her business.
