I like CND Stickey base (better than Orly bonder). Also, I can't quite tell in the photo, but are you letting the polish pool at your cuticles? That will create a chipping ridge.
Maybe your nail bed is uneven/rough. Try buffing and use a ridge filling base coat instead of the standard base coat.

I'm sorry, no recommendations but most brands make them. Maybe try/look for one by Orly, Essie, or OPI. Those are my "go to" brands and I'm always happy with results from their products.

oh also this, it almost looks like it on your ring finger. It's best if it doesn't touch skin/cuticles on any side, also I do a swipe horizontally at the top edge of my nail to 'seal' it.
Try the seche vite ridge filling base coat, and the quick dry top coat. Honestly, once I figured out the best top coat for my nails (it can differ depending on your chemistry, strength of nail, etc), my polish can stay for a week.
But them at Ulta so if they don't work for you, you can return them.
Also, I might try to do thinner coats if you aren't already. That might help with any leveling issues with your nails that might contribute to chipping.
