nfbr: Is anyone good at Photoshop?

I'm trying to take a picture and make slight changes to it (font color, font type). I have Photoshop, but am just beginning to learn it. I have the concept and what I want it to look like, but I don't know if it is feasible to do so in Photoshop...

Is anyone able to help me? (It is for work, and I would really REALLY appreciate any help/input).

Is the text in a separate layer? If it's part of the picture (flat file/1 layer) than you can't change the font type, but you could change the color.
