Why wouldn't black tights work?

Besides a blazer on top, you could potentially do a long-sleeved collared shirt underneath.

Thanks a cute dress! I wear black tights with a black dress all the time in winter. You could do any kind of blazer you want with a black dress. If you are looking specifically for Winter I would lean towards colors associated with that season - maybe cobalt, plum, red... I think a cardigan/tights would keep you warm enough in the winter too. You could accessorize with a cute patterned scarf or necklace too.
