I like both in different ways. I think the kids would have more fun at biergarten, though. And I'd just get fish & chips at the counter service stand outside R&C instead of inside.
We love Rose and Crown and usually stop there on our way out for the night for a cocktail. I've only had the fish and chips and curry, but they're both fine. Nothing amazing, but get the job done.
Last time we were there, we got a seat outside just in time for illuminations. It was a great view!

I've eaten at both. Biergarten is more interactive and can be a bit noisy but it is definitely kid friendly. I prefer the Biergarten to R&C but thats because I love german food.
I've eaten at R&C. It was fine, but I'm just as happy getting fish and chips and a beer or cider from the QS place next door and paying half price.
We always get fish and chips from the QS (Yum!). DH usually gets an ale and I get the Victoria cake, and it costs a lot less than R&C. The price is right, and I would rather sit outside than inside ...for some reason, it makes me claustrophobic to be inside R&C.
