Absolutely have a survey done before paying to install a fence. I know it's an expense but it will be worth it to have that definitive with your BSC neighbor.
My mom once had a neighbor that swore the property line was x and she thought it was y, so she mowed y. He would come out and scream at her for mowing around a tree in 'his' yard. He hired a surveyor to come out and he screamed at them when they marked the property line along y, like my mom always said. It was both hilarious and so satisfying.
Get the surveyor and take pictures when they are done.
My parents bought a house as an income property and had a surveyor come flag the property line. Since the neighbors had always thought they knew where their line was, they had planted and landscaped on what turned out to be my parents property. They pulled out the surveyor flags 3 times before my parents had to threaten legal action to avoid having to pay the surveyor a fourth time. 😳 I really hope you have better luck and glad you're putting up a privacy fence.
We're on a corner. The neighbor to our south (side of the house) have their underwater sprinkling system sprinkler heads a good 10' in to our yard. When we had a survey done for landscaping we let them know - their response, oh we knew that when we put them in....
The house behind us, has changed owners 3 times since we've had our house. Each time I have to tell the new owner that the back of our yard comes within about 18" of the East end of their house. I have NO idea how that passed zoning. They are always stunned to find out where the property line is. These last neighbors got ugly with us. We haven't spoken since. We have a row of burning bush and the first week they moved in he was just ramming his lawn mower between them and I know he thought they were his bushes. I went out showed him where the property line was, he got pretty nasty with me. That's been 2 years now.
I'm glad you decided to install a fence. That's ridiculous! A nice privacy fence will be much nicer to look at than their crazy shed. I hope she enjoys the daily reminder that you can't stand her.
Will you only do one side? I think you could do that without it looking strange.
I think a fence is a great idea as is a surveyor. These days a surveyor can also give you the GPS coordinates of the property line so if she moves the flags you can double check before you build the fence, as I wouldn't put it past her to do such a thing based on what you've shared.

I am sorry that your neighbor is such a BSC person and you have to live with the consequences. I guess the only alternative is for her to move since you're paying for a new pool. She sounds like such a charming person.
moolarkey WTF? They PURPOSELY put sprinklers on your property? Have they moved them. I wonder if they're thinking on going for adversarial possession someday. "But we put the sprinklers in there and they knew it so we have a right to that ten feet of property!" And your back neighbor? Man, I'd be tempted to move just to avoid the future problems.
I'm thankful that my main problem is that our street is turning into rental properties in a sea of owner-occupied homes. At least the vast, vast majority of them are reasonable people. And my neighbor that owns the house next door (who moved to China a couple years ago) is "whatever you want to do with the landscaping on the joint strip is no big deal so do what you want on your side and if you want to do mine too so it matches, that's fine. And if you want to take out the bush or those tall ugly things that divide the property line, go for it."
