Yes, you need to remove the nail polish. They check your nail beds for any tinges of blue/purple to make sure you are getting enough oxygen during surgery. Save
Are you certain it's insurance vs pharmacy policy regarding controlled RX? Generic Klonopin is not terribly expensive so you could get it and pay cash price of the pharmacy is willing to fill it.

They won't let you refill a prescription for a controlled substance, even without insurance.
Before surgery they typically expect you to be nervous, so they'll give you something calming beforehand. They gave me Valium before I had my wisdom teeth out.
Have they thought about changing your daily medications? Taking at least one klonopin a day seems excessive to me, and like it would lead to dependence.

How many were you taking each day? You ran out of a 30 day prescription with almost week left?
I'm sure they can call in something for nerves, but I'm confused about how much you are already taking each day?
ETA- I'm asking because if you are taking a higher dose already, isn't there something else they can switch to instead of just adding more if the same so you can get started on a better medication without a gap?
What kind of surgery is it? If it's the kind with the balloon, the surgery is super easy and you'll feel okay when you wake up. That being said, I was a terrible mess before I went in. They gave me something to calm down, which didn't really help, so they gave me something stronger (not sure what it was).
Can you pay cash for the medicine? It's probably not expensive if it's generic.

It's an insurance issue, at least in Texas. I tried to refill my Synthroid the day before we left for vacation last week and they wouldn't do it. They had to call the insurance company to get a "vacation override".

Check with the ENT they may be able to call in something for you. My cardiologist called in something for me before my MRI for nerves (totally claustrophobic)
