Our dog wears 3 - id tag, rabies, and license. i have a homeagain tag somewhere, but I'm not going to bother putting it on her since I woul presume that if she got lost, she'd either be wearing her collar (with her id tag and dog license on it) or not wearing her collar (and therefore not wearing the homeagain tag anyhow).
As far as pet insurance, I don't see any reason why that tag is necessary.
We just have his cheap little tag from petsmart and it says on it "I am microchipped" with our info along with his rabies tag. I should keep his city license tag on him but they also have his microchip info.
We avoid dangly tags, BUT we don't live in an area where the dog has to wear rabies tags, county license tags, etc. I keep his rabies tags with his vet info so I could prove he was vaccinated if there was ever an issue. We leave off the proof of microchipping tag because his microchip is pretty good proof! Vets and shelters scan for those now as standard procedure (or are at least supposed to).
We use the flat collar tags called boomerang tags and LOVE THEM. our dogs run around outside though and I freak out about dangly tags getting caught on grates or branches. Those flat tags have up to 5 lines i think, so if you wanted to reduce you could put name/phone #, co. license #, and microchip info on one, then just have the rabies hang-tag.
But I don't know about any rules as far as rabies or county license tags, so all my info may be N/A.
From an "out-in-the-country" perspective, that seems like a lot of tags i would just as soon keep on a keychain when I'm out in public with my dogs.
The insurance tags sounds like some kind of promo for them, not something necessary for the pooch.

I don't know anything about pet insurance, but I'd probably put the pet insurance tag on the collar because if the dog gets away and is injured, the person who finds him/her might be more likely to seek treatment ... just guessing.
I have the rabies tag but the dog doesn't wear it. The only tag she wears is the tag identifying the shelter she came from; they have my contact information in her records. And she just wears that one so that I can hear hear it clanking against her collar as she's walking around the house and I know roughly where she is.
