Yes, anyone can make meal reservations. You only need park tickets to do your fast pass choices. You just need a credit card to reserve (and that may not be for all restaurants, I'm not sure). You have up to 24 hours before to cancel without getting charged.

And they always have the military deal. We've used it the past 8 years. It's always "omg it expires soon and they may not ever offer it again!" And then they do. I wouldn't worry too much about it.

I don't think they announced the military deal until almost October last year. I'm curious to see how/if it changes based on the new pricing structure.

Ugh i'm dying to see what they announce- we already made our reservations for 2017 and are really counting on the resort discount. Our disney agent told us we could apply it once it came out.

You do not need park tickets or an onsite hotel to make an ADR at 180. Anyone can do that.

On site will get you the 180 plus ten advantage but park tickets are not needed.
