This seems kind of borderline to me. I will not put it on S for the carseat. H does in the morning on the way to daycare drop off. How stern do you think I need to be with this?

Yes, I would use that. Typically, if it's something that's just a single layer of fabric, even if thick like fleece, I'm okay with it. It's when there are more layers I tend to hold off. So, we don't use the 3 in 1 jackets in the car seat. I also might not use that sherpa if they already had a few layers under it, like a thick sweatshirt or vest.
I thought kids in car seats weren't supposed to wear coats at all. (FTM here)
They're allowed as long as the coat isn't too thick. How to test it: put the coat on baby. Strap into the car seat as usual, making the straps snug enough to pass the pinch test. Take baby out of car seat WITHOUT loosening the straps. Take coat off baby. Strap baby in again without the coat. If the straps are still snug and pass the pinch test, the coat is good to go. If there is any slack, the coat has too much fabric.

Thanks for the info. After reading your comment I looked at consumer reports and the car seat lady. Those websites said exactly what you did.
