I agree with pop the pig, and other games like that: gooey Louie, hungry hungry hippos... games that don't really have "boards" but teach counting, taking turns, etc.

My DS is close to 3 and likes Red Rover. It's a simple matching game. He's also a huge fan of the Melissa and Doug Floor Puzzles, the bigger the better.
My kids loved. That age (and still play with at 3 and 5) Melissa and Doug chunky wooden puzzles, and reusable sticker pads (I forgot what they called when we kids...some kind of cling?), cootie is a fun "board" game he will like when he's not much older. Candyland too.

Yes! I love those!! Melissa and Doug has a book of scenes (airport, construction site, boats... One with different animal habitats, food ones, some princessy one... They're awesome
