I need some good recs for a lightweight to medium weight foundation to cover my redness. I think my max for a foundation would be $50. I'm blonde and fair with blue eyes.
I also need skincare recs to combat my redness (mainly my checks.) My skin is not acne prone and is fairly normal.
Green toned correctors or primers help with redness. I personally have't had much luck covering redness so I don't have any specific recommendations but I would suggest going to Sephora and getting samples of different products to find what works for your skin. I've seen good reviews for the Smashbox green primer and also the Stila correcting primer.

I would also say to start with a primer under your foundation. My redness isn't that bad, I use tartes BB/primer plus foundation and that works for me.
I like the green Smashbox primer for helping to combat my redness under foundation or the Tarte BB cream kittycatlove mentioned. As far as the skincare aspect, the combo of the Benton Snail Bee High Content Essence and the Steam Cream of the same line have really helped keep my redness down.

I've been using this and it has helped my redness too. Mine is mostly on my cheeks. My mom even commented on it!
