It's pretty easy. You can use old candles or new wax, and can get as fancy or not fancy as you want by adding scented oil, color, etc. Just need a wick and the wax. I've done it by putting wax directly into the cup and placing it in the oven to melt (no dirty pans), or you can do it with a double broiler (or bowl on top of a pot of water).
If you wrap the top of the wick around a pencil or something, and place that across the top of the cup, you can keep your wick upright and centered while the wax cools.

ewall - No, I'm sure you'd be fine. My mom (a horticulturist, mind you) says anyone can keep them alive. She has replanted the teacups for me twice now, so I'm giving up.
I've never done this, but I have done succulents and they're the only plant I've ever kept alive. I was told the key was just spritz ingredients them with a spray bottle once a week, and keeping them in a window. So far it has worked!
