They have the time. I really think she just didn't want to do it. I will try again tomorrow.
My SO is an LEO and he says they deal with this all the time. They will take a report if you go in and tell them your bank requires it, but this is super low priority for them. Unless there are reports that it is happening frequently at the same ATM or something, they are not going to pull tapes and actively investigate this. It would be a waste of resources to investigate each and every case.
It was the officer in my town that did not want to take the report. They would not be pulling anything. I understand it is low priority for her. The officer in the town where the money was removed from my account asked that I file one so they could get tapes. I don't know if they would or not, but he asked that I file and my bank suggested it. Low priority or not, she should have taken the report.

She was probably annoyed because a) the card use did not occur in her jurisdiction and b) there is no proof that the stealing of the card number occurred in her jurisdiction, so why would she take the report? There is nothing she could do. The officer in the jurisdiction where the card use occurred should have taken the report since s/he would be the one investigating. Sounds like s/he knows nothing will come of it and didn't want to waste his/her time so pushed you off to your local police.
Sounds like she could have been a little more professional/polite though. I'd just go down in person and have the desk officer write up a report for your bank. And I'd probably do this during the 8-4 shift if at all possible, they are better staffed and have more time to deal with this kind of stuff.

So, you WERE able to file with the police in the jurisdiction where the crime happened?
I don't understand what the problem is then? That PD doesn't get to dictate what another PD "has" to do...if your town's PD is saying they have no reason for them to take the report for a crime in a different town, then why are you pushing this?
Similarly, your bank can suggest whatever it wants, it also doesn't mean they are correct or that your town's PD needs the report if it's not applicable to their jurisdiction.
Not every police report has to lead to an investigation. You can file a report for informational or documentary purposes only. Whether individual officers want to take the time to do so is a different issue.

Unable to file in the other town. I am not saying one PD should dictate what another does, just that in order to the PD in the other town to do anything, there would have to be a report made in my home town.
I'm confused. Your op says that they wouldn't file a police report but then your follow-up says you were invited to come in and do so but your bra was off?
LOL. I will clarify. It was late when they officer called me back and she tried to talk us out of filing a report. When my H suggested we would try again tomorrow (now today) she said she would do so if we came down to the station. It was late and I was not going to put my bra back on to go to the police station. I was trying to be funny with the bra comment.

I got in a fender bender once - my fault, I bumped a car in front of me and he bumped a car in front of him, no real damage done - and my insurance company told me to file a police report in case either other party came back later ... ANYWAY. Different situation, but I was told to go, in person, to three separate police stations before someone would finally take my report. First it was one jurisdiction, then another, OMG. So I feel you on it not being an easy process.

Maybe I missed it, but why can't you file a report in the city where the crime occurred? If your town is unwilling, this seems like a logical step.
If you must file in your town, have you looked at the PD website? My town (small suburb) has an online report submission for things such as this.
The police in the town where the card was used said I have to file where the info was stolen. I looked online, to file there, and there was no option. I grumbled to H how I should be able to do it online and not have to talk to anyone.
Lol, I have no idea what those cops were telling you because no, you would report to where the cards were used in this case as that is where the crime occurred. Your cards were not actually stolen from your residence- the store is the proper jurisdiction.
Sorry OP, I think you are dealing with two stations that don't want the work so they are bouncing it back and forth.
Either way, just walk into your most convenient station is. They will take the report, type it up, and provide a copy.

You do understand that a cop didn't need to be racing down to your house, that minute, for an incident, which was not active nor even in their fucking jurisdiction. They even offered to come over tomorrow or even take it at the station but you didn't have your bra on? Now, it is being turned into the cop wouldn't come?
Go down to tbe fucking station tomorrow, with your bra, and finish the paperwork. For christ sakes, this post man

I am glad only a couple of bucks were stolen!
I thought she said it was a fairly large amount, she just ended up only in the hole a small amount.

She said there was a lot of money but was able to stop it before it went through.
A lot of times smaller staion will charge 1-3 dollars at first before the actual payment and she caught it time. So 3-4 bucks were stolen in all. That's how i read it but i have the vodka so who fucking knows, lol.

Wtf are you talking about? It was over the phone. I thought it was weird that she tried to argue wuth us over whether or not she would take a report from us.

A decent amount of money was removed from our account, but I stopped scheduled transfers so we didn't end up massively over drawn. We were able to file a report in person today with no issue. I am/was just trying to cover all bases. The bank will restore our funds in the next few days. I was mostly frustrated that the officer last night seemed more primed to agrue with us than take a report.

Umm...because in all my years, you can't make a full report over the phone. You either do it in person with the cop or go to the station. Is that so hard to understand?
ETA: I am sorry that prior post came off bitchy. I didn't mean it in that context in my head but clearly looks bitchy as i read back.
I am on your side and think both stations gave you a hard time and I can understand how that feels.
Ultimately, I am glad you were able to get a police report and have minimal financial damage

You have been weirdly agressive in this post. Maybe put down the vodka. You can absolutely file reports over the phone, at least in my town.
