I honestly think any oil or balm cleanser works the best. I like to use the same product for all of my makeup removal instead of a separate one for my eyes. I personally like the L'Occitane Shea cleansing oil but there are so many options.
I do have one stubborn mascara that leaves some remnants even after double cleansing, so with that I will go in with the Simple Micellar Water after cleansing, but I don't have to do that with any other mascara.

The eye m/u remover I use is: 1T of liquid coconut oil 1T of Thayer's alcohol-free witch hazel 1T purified water
More often than not, I will just use my cleanse it zero (oil cleanse). I like to take a cotton ball of the ey m/u remover afterwards to make sure every bit of mascara is gone.
don't forget that a lot of this is subjective - asking what's the BEST [insert beauty item here] doesn't honestly make a ton of sense.
What sort of eye makeup do you wear? Waterproof mascara or not? Tubing? Do you wear a lot of eyeliner? Is your skin sensitive? Do you wear contacts? etc etc etc. All of that will change what is the best for YOU.
All anybody can do is say what works for them and why they like it. Which is what all the pp's have done. But i'm a cranky ass so, I had to preface my answer with all of this.
ANYWAY.
I do a straight OCM style cleanse as my first cleanse, so I just smear my castor-avocado mix all over my eyes along with the rest of my face and for the most part everything comes off just fine. But I don't wear waterproof mascara on a daily basis anymore, nor do I have a ton of eyeliner on. On days that I do, that's not even close to good enough and then I usually just smear some straight up coconut oil all over the place and wipe it off with a cotton round, with the occasional qtip as needed for the details. But I don't recommend that if you wear contacts because it can get in your eyes and it doesn't hurt, but it will make your contacts all smeary. LIke getting fingerprints on your glasses, except you know...on your eyeballs. <--this part is as per a friend. I don't wear contacts anymore.

I use Julep cleansing oil followed by PC Clear or Cetephil Foaming acne wash. This usually does the trick.
However, if I want to remove just my eye makeup or I have a lot of eye makeup on I use Maybelline waterproof makeup remover. It has the pink cap on the bottle. It works really well and doesn't leave my eyelids oily or irritate my eyes. I also like the Lancome one but it's way too pricey for me since I barely use it.
I tried the L'Oreal waterproof make up remover and I don't really like it. Feels heavy on my eyes and sometimes makes my eyes burn. I won't buy that one again.
I like the Neutrogena eye makeup remover (no oily residue, and it gets my eyeliner and mascara off very nicely before I oil cleanse), but will happily use Lancome if I get a free sample. Sephora has it as a 100 point perk every few months, and I usually snap up a couple whenever I see it offered.
I use the neutrogena oil free eye makeup remover. I hate using the oil based cleansers because it makes my contacts all gross and foggy, and I don't like taking them out first.
I am also a double cleanser, with oil getting most of my eye makeup off, but I will use the Lancome eye makeup remover to get the last bit of stubborn mascara or eyeliner.

Haha I do the same! I think I have two little bottles left from the last time it was the 100 point perk and I picked up a few!
Lancome. Although I don't pay for that, as my mom gets a bunch of Lancome goodies when she buys her face cream and gives it to me. I graciously accept, of course.
I like Neutrogena's eye makeup remover. I've used it for years, and while I have tried a few others, I always come back to it and don't feel that the pricier ones are worth it for me.
I used to use the Lancôme one in a blue bottle, but it was expensive. There is a L'Oréal one in a green bottle that is a lot cheaper and works just as well. The Loreal one is sold at Target, Ulta. I stick up when .Ulta has buy one get one for 1/2 off.
I use the Lancome Bi-Facil, but I have heard the Clinque Take the Day Off is practically the same thing and cheaper. It's one thing I do want to check out.
I'm still looking for "best option" too. Particularly for the MUFE AQUA XL eyeliner which I use as a tightliner and can NOT get it off without washing multiple times with all sorts of methods.
Ive used the face shop rice oil, clinique take the day off balm, Garnier micellar water with a double cleanse with the Hado Labo foaming cleanser. Still residue. I ordered the Bioderma Micellar water to see if it's any better.
I just posted on the Asian skincare post last night how amazed I have been at the boscia makeup breakup cool cleansing oil. I can't remember another time where I didnt have to use a separate eye makeup remover to clean up before, after, or before and after my double cleanse. My tightlining eyeliner was particularly stubborn, but this handled it no problem.
