1991. The registrar of voters came to my high school and if you were going to be 18 before the next election you could register and get extra credit in civics class. I could register, but my BFF could not.
My first vote was cast absentee from my out-of-state college. I remember doing it at dinner and having my suite mate witness me signing my ballot. It was the year Edwin Edwards beat David Duke for Governor of Louisiana.
Whenever the first election was after I turned 18 in 1987. So maybe the '88 presidential election? In my house, it was expected that you register to vote on your 18th birthday. My parents would ask us at the end of the day if we registered.

I registered to vote on my 18th birthday in 1981, first thing in the morning, because I was so excited about it. Before I was old enough to vote, I volunteered on political campaigns and attended rallies.
