You don't PCS unless your H has an assignment..

You can get orders without reenlisting, and you can reenlist without orders. It depends when his service contract is up and his duty tour.

Does your H not ever answer any of your questions?

I would imagine that it depends on when his expected rotation date is set for. That date is usually separate from the length of the enlistment.

He should be asking specific career questions from his chain of command or career counselor if he has one, not strangers on the internet who know nothing specific about his situation.

ETA: Not that people here don't know what they're talking about or aren't good for advice. But come on, he has a chain of command and higher ups at his disposal too who know his situation.
