My style-conscious friends, can you help?

I've posted before about the fact that I have no style. I'm the definition of frumpy. I have a really odd body shape and it makes shopping miserable. 

I have an event coming up on March 11th. It's a semi-formal cocktail type event, and I need to wear a dress (of which I own none). 

Can you help? I'm in Canada, so I'm looking for something I can buy here (bonus if it's online), but I have no idea what size given my measurements.

I have skinny legs and a big upper body. All of my weight is carried in the top / middle. My bust is 44", and my waist is 43". My hips are 42". 

What style dress should I be looking for? I'd appreciate any help you can give me.

Size wise go with the pant size you wear or size up 1 size. I sometimes have to Size up 1 size in skirts and dresses from pants.

Wear something that shows off your legs. The swing type dresses might be an easier fit.
