I think in the future she just needs to press them further. I use snaps on all kinds of fabric and never been unable to press deeply enough to flatten the prongs fully.
If the fabric is really this she may want to do a second layer of the same or sturdier fabric to stabilize so the snaps don't rip out. I just use a small square when needed.

Oh yeah, PUL is definitely not too thin for standard snaps. I put my press on the floor so I can put all my weight on the handle. I can't do it with just my arm strength.
