If someone is served a complaint do they see who filed it? Code enforcement was called on my neighbors and the gentleman enforcer was talking to my H outside asking if he knew if anyone lived there, because he was informed that the house was abandoned. The person left their name and phone #. Hopefully neighbors see it was some guy named Dennis and not us because we've already called about their pool once a year ago. Hello awkward.
No it's the assholes with the fence and the mud pool that I've talked about. The older widow and the younger ghetto black dude (who apparently he calls his "wife" now because he tries to talk to my MIL when she's outside.

I don't believe so. We live in a villa and the owners of the other half are New Yorkers that vaca here 4 times a year. They had their sprinklers set to go off every day for an hour and with the rain we have had this summer, their lawn was drowning and it was drowning ours. We had no way to contact them, so I called code enforcement. It was taken care of immediately, thankfully. We spoke with them several weeks later and they said that someone had reported them for their watering, we told them that it was us b/c we had no way to contact them. They had no idea.
If there name and number were left, then yes, it is public record (at least this is the way it is in Largo). I have a neighbor who parks a work vehicle behind his backyard outside the fence which butts up against my front yard. The van is not tagged, but he parks it right up against a bush. I called on them a few times and code enforcement has yet to do anything about it. It's a rusty, ugly white van that we have to look at from our front yard! Plus the grass is growing up the side of the van! Makes me mad. Lazy lazy!
