Request is to county commissioners and municipal elected officials for any communications regarding hate groups and any permits requested by hate groups. I have to list specific groups, right? I'm looking for any emails sent to or from the commissioners, and any permits for protests filed by the groups, for I guess the last two years.

I would just make your request for a list of all protest permits (or whatever your area calls them) for x time period. As far as emails, you might have to request email correspondence between two particular people or on a specific subject - think something searchable.
I work in local gov so I'm just trying to think in terms of how we would pull the information you are requesting.
when I have done records request in the past you need to give info like "all emails to or from X to A, B & C or all of X's emails, or any emails regarding XYZ. They will only use those search terms. Hilariously a tea party activists did a record requests that include all emails I had sent but she spelled my name wrong so she got 0 hits .
