Close your mouth really tight and blow snot bubbles with your nose.
DD is the loudest nose blower around as we made it a game to see who could blow their nose the loudest.
FYI my DH can't blow his nose at 37...and sniffs it in all the time. He just doesn't get it and says he tries but nothing comes out. He gets major man colds
Boogie wipes helped us. He was more apt to blow into something soft then a harsher tissue. Once he got the hang of it with boogie wipes he started using tissues more often. At 5 he's not perfect at it (sometimes he just smears it when he's wiping his snot) but he tries.

She's stuffy right now, but not so stuffy as to not be able to blow. I'll try all of the above (minus the finger-blowing until post-cold). She'll daintily dab at her two tiny snot drops with huge wads of Kleenex, but most of it she sucks back in. Then it keeps her (read: me) up all night coughing and now she has an ear infection. She likes wet wipes, too, but won't blow into those or kleenex. If she spends her whole life unable to blow, it will blow.
When I was little, this was a skill that was hard for me. My aunt finally taught me to hold one nostril closed while blowing out the other, then switch. That did the trick. Before that, I would blow more out of my mouth than my nose or accidentally suck in instead of blowing out.
