The kids have had positive interactions with the dog before. All my interactions have been with my dog present as well and those have been less positive.
My kids are not the kind of kids to just immediately approach dogs, in this case everyone was just standing on the sidewalk talking and the owners gave the dog enough leash to sniff the girls.
I don't know how the kids or us could have done anything different to avoid this aside from not talking to the neighbors..
See, I wonder about that. I've found that a LOT of dog owners don't understand the concept of 'loose leash.' If they gave their dog *just* enough leash to sniff but tight enough where they had nowhere to go, that could be why the dog reacted the way it did.
I have two dogs, one an older Pug who is good, but can grumpy at times and and Greyhound who is honest to God, the sweetest dog. The Grey loves meeting people of all ages and sizes and even though I know he is very gentle, when kids are petting him, I always keep the lead tight and stay near his head while I tell them to pet his hind quarters. Mainly just because of his size he could inadvertently knock someone over.

In my house, I make sure kids leave my older dog alone and most times we will put him up in the office where he sleeps at night. It is best for everyone involved, including him. The Grey is much calmer, but we do know several small kids afraid of dogs, so we will put him upstairs too if those kids are over. I would not want to force my dog on someone, which can make the fear worse. I would love to help someone overcome their fear at their own pace.
A dog is a dog. You can never fully train a dog to not act like one. But fiven that, the owner has a responsibility to ensure no harm occurs to others. Even if the dog is in a leash, they are still responsible to control the animal.
But I’m team not to report. The dog is generally nice, you know the people, etc. Just think worse case scenario is the dog would get put down for acting like a dog; he didn’t do anything wrong. If the dog was always aggressive and/or owners didn’t care that would be a different story. I’m assuming the owners will be super cautious moving forward.
