A house has pumpkins lit outside front door but doesn’t have outside light(s) on. Are they participating in trick or treating - do you go up to their door?

No lights, we don’t bother to go up, though there were a handful of houses with lights and pumpkins that didn’t answer the door, I can only assume they weren’t home because the doorbell ringing all night long must be annoying otherwise.

No porch light, we don’t go up. Even if they are heavily decorated. We also ignore garage lights. Literally if the porch light is off, we ignore it completely.
No outside lights = no go. We have a lot of decorations and jack o lanterns out but turn off the lights when we don’t want the doorbell being rung (due to dog flipping out, running out of candy etc) but I don’t necessarily go out and blow out all the candles in the jack o lanterns at the same time.
A lot of people decorate but then take their kids out TOTing and hand out candy when back - the outdoor lights are the indicators, not decorations.
We only go up if the porch light is on. There's a lot of families who have decorations and walkway lights on timers and don't shut them off even if they're not home.
There were people with some lit up pumpkins and some lights on, but not the porch light. I wasn't sure what to do. One house was home and gave us candy gladly and the other houses didn't answer.
There were a few houses with porch lights on and nobody answered.
MH and I were having a debate about these last night so was curious to see what others thought. My thought was if no front light on = no go, but he seemed to think if there were pumpkins and stuff that they were a go.
