What could a tailor do?

I’m having a hard time figuring out what doesn’t work on this dress. I like the print, sleeves, neckline and generally the length, but the middle is drawing attention to my middle instead of accentuating the curves. It has a lightweight lining, similar to the main fabric and a seam in the area just under the bust. Can this dress be fixed to fit me better or should I resell/donate?

I would think having darts at the bust would look a lot better than the pulling/gathering of the fabric off to the side. Not sure how much someone would charge to make the change, but I think it would look a lot better that way.

I have a dress with a similar shape through the middle. Hemming it above the knee really helped. With the style of the dress, it basically turned me into a box from the waist down and brought a lot of focus to my hips.
