I have this problem every summer. I NEED decent length sleeves (I prefer elbow but that’s not a popular option) because I have serious bat wings from weight loss surgery. I also like them long enough to cover up my ass/badongle area.
These tiny cap sleeve waist length tees don’t work for me.
I need short sleeve shirts that I can wear to work (so not tshirts). I found a couple at Nordstrom Rack last week, but only in dark colors. I’d love a few short sleeved tops in summery colors or patterns without crazy sleeves or lots of ruffles, and that hit at the hip or lower. This seems impossible.

I haaaate this. Even if something says it's short sleeved, most of the time they're actually useless cap sleeves. I used to have a few lightweight elbow-length t-shirts, and I miss them so much. No one makes them anymore!
Old Navy made a ballet back shirt last year that was perfect - not see through, really flattering. Several women in my office were obsessed. They don't seem to be back this year, but there is a GAP version - I bought several colors already.
I bought some rolled sleeve ones from Loft the last couple weeks. The nice thing is they are long, so I don't have to worry they'll shrink after the first wash. I think they're call the vintage style.

boxertdog , I wouldn't go with the chart Amazon provides. Actually, the seller says not to use the Amazon chart, probably because they've had problems in the past. They're pretty adamant about it, they even used caps! hahahaha!

I used the chart the seller provided. I'm 5'5, 135, and wear a Medium/6 in most tops. I got a Medium and it fits really loose, almost like a large. But that's what I wanted. It gets too hot in the summer to wear tight clothing, and I tuck it in a little to hide the baby pooch I have.
If you're considering the top (I highly recommend it!) I would suggest looking through the reviews people left on Amazon. The real life pictures help a ton!

I'm having the exact same problem. I just ordered a bunch of stuff from Amazon and a lot of it is just too damn boxy. Just not a flattering style for me at all.
But I do love this color block shirt similar to the one that beachbum22 posted. It's tunic length and really comfortable. Even though it's not super fitted, it gives the illusion of a waist!
