They are allowing US Citizens and Permanent residents in because they may not have authorization to stay in China or permission to enter anywhere else either. But in LA, San Francisco, and soon Houston, returning citizens and residents have been held in quarantine and assessed before releasing to the general public, and they are being recommended to self-isolate at home in case they develop symptoms.

Yes, I got that. But it isn't about whether someone has insurance or not. You can be an alien with U.S. insurance, including students. You can purchase plans based on your expected entry date.
It's about not knowing the duration of the epidemic and whether someone's immigration status will cover that period, as well as allowing our citizens and permanent residents to return so they aren't subject to criminal penalties for violating other countries' immigration laws about overstaying your visa.

Last I read they were quarantining for two weeks. Is this still the case? I can’t imagine. My girls have a friend in class who is of Chinese decent and they keep saying he was in China since Christmas break and came back to US Saturday and missed school Monday but was in Tuesday and today. They’re being a bit extra about it due to the class chatting about the virus and whatever they’ve heard from parents or the news or whatever and they’re all saying they’re keeping away from him. I doubt things have gone the way they report, because kids, but I am a bit curious as to the timeline.
We do have the case in Boston (I’m about ten or fifteen min away), but he is a student from China who retired 1/28 and I think the quarantine went in effect 1/29. So far I have read or heard nothing indicating he spread it or has gotten worse so fingers crossed things resolve.

I was replying to clarify because it didn’t seem like I effectively communicated based on your reply.
As for arguing, I am speaking to the comments in thread in general and thought yours included the assertion that insurance was a factor. I must have misread your intent.
I just don’t actually think insurance Is a factor in the decision making at all. I truly believe based on the twice daily calls we are doing on this and our updates from the state dept on our students, that the goal is to keep anyone who might have been exposed to the virus out of the country except for people who are citizens and permanent residents. They are being allowed entry because they have rights to be here and could be penalized for visa overstays in other countries. And we don’t want to deal with FN visa overstays in our own country. And then those folks that are admitted are facing scrutiny, screening, home quarantining, etc when they are admitted.
