How does that work for those that have travel booked? Both in and outside the cancellation window, assuming payments have been made. Would airlines refund?
How would it work for a vacation not booked through Disney (e.g., DVC resellers)?
I don’t know of any official policies but I would think anything directly Disney would probably be refunded or a credit given since they would still want you to come in the future and spend. As far as airlines, I think they would have to issue an official travel ban or something to get a refund. I’ve been reading when people cite “oh I bought trip insurance” that others point out trip insurance may exclude worldwide pandemics.
I know for Disney when there is a hurricane they allow you to modify or cancel within a certain window of time. As far as renting DVC I know that DVCRentalStore has the “Cancel For Any Reason” trip protection but I am not clear in the time windows for that. I think it would have to be before the final payment is due which is either 30 or 45 days out. Disney will still let you modify your vacation dates even past the 30 day out mark without a penalty
For airlines I would book through SW so can modify dates without a penalty.
