Our Democratic Central Committee needs to have a virtual meeting. We’d like to do video for those who are able, but at least one person doesn’t have internet or a smart phone, so she’ll need to dial in on a house phone.
Can we do that with zoom? I couldn’t figure it out. Also, zoom is limited to 40 minutes free, right?
Any options other than zoom that I should look at?

You can definitely call in to a Zoom meeting using a land line! You will need to share the call-in information (generated when you set up the meeting) with this person since they won't be able to see it pop up on a computer.
Zoom is limited to 40 minutes if you don't buy a subscription, but sometimes it upgrades you in the middle of the meeting and allows you to stay on longer. If it doesn't and you get cut off, everyone can immediately rejoin using the same link. It's a bit of a pain while everyone comes back in, but will work if you want to keep it free.
