I think it depends as much on the material you choose as the quality. I have a 100% wool one from West Elm, which I think is good quality. It does not shed just from walking around, but there’s a lot of fibers that come up when I vacuum it.
But I also have one from Target that was way cheaper and is probably made from synthetic materials and I’ve never known it to shed.
We’ve had rugs in the past from ikea and also haven’t had issues with those.
So maybe synthetic fibers are better if you don’t want shedding?
The only rugs we’ve ever had that have held up are handmade in Turkey or Afghanistan. Definitely not cheap, but we got them while traveling or while I was deployed, so we paid maybe 1/3 of retail.
Having said that, I think any handwoven wool rug, or well-made machine woven wool rug, should hold up well. You’ll definitely pay a lot more than you will for synthetics, but they’re much higher quality.
As for Pottery Barn/West Elm rugs, you may see people post them for sale on FB marketplace or your local BST page if they’re moving or changing their decor. I’ve seen a few in my area.

I have had good luck going to a nice carpet store and getting something bound, unless you're looking for a particular pattern. I do not like PB rugs. I have gotten some reasonably priced (but thin) rugs from One Kings Lane (do not buy furniture from them, though).

Thanks everyone! I have been avoiding in store but may venture in to NYC next weekend (we live 2 miles outside of the city). Being home all the time we have decided it’s time to really decorate our place.

We have one by Loloi that I bought at HomeSense and it's never shed. Definitely pulls up a lot in the vacuum but nothing else otherwise. It's in a high traffic area and has held up nicely, even with 2 giant cats.

One place I do not recommend is Ruggable, at least the shag rugs. It has two layers and you’re supposed to be able to pull off the top half and wash it in a normal washing machine. It really has lost a lot of the volume on the more heavily tracked areas and washing it doesn’t help. Maybe if I took it into an industrial washing machine it would be better 🤷🏻♀️
