Have we talked about Wisconsin's appt'ed officials loophole?

Previous GOP gov appoints various positions. Term ends. Appointees don't step aside because they don't have to until state senate (which is GOP) approves new appointee from new Dem gov. State senate refuses allowing GOP appointee to keep working. I think I summarized this correctly but feel free to correct me. 

Absolutely bonkers.
