Coke has sugar and Sprite has sweetener in Europe. Why?

I know there’s a sugar tax in UK, but why is it in Paris and Amsterdam they both have regular Coke with regular sugar and the supposed to be regular Sprite is basically Sprite Zero? I just don’t understand why one has real sugar and the other doesn’t.
