Does anyone know about this? We are in one of the affected counties (although we have not been affected by the storms). It looks like we can wait to file and pay 2022 federal and state taxes until Oct. 16th. This would be a big help. We owe every year, and in April we also pay property taxes, camp fees (this year for 2 kids as opposed to one in the past), and take a spring break trip, and I’m also at the end of my car lease and will be buying the car in cash in the next month. However, I don’t want to be wrong about qualifying for this tax extension and end up paying penalties.

You don't have to personally have damage to claim use the extended deadline that would be impossible for the IRS/CA to figure out. If you live in the county you have the extended deadline.
I prepare taxes in SC and every few years we get an extension due to a hurricane it seems; the taxpayer doesn't have to show that they had actual damage from the storm; odds are everyone was affected in some way.
